The Assam State Space Application Centre (ASSAC), erstwhile Assam Remote Sensing Application Centre (ARSAC), the Remote Sensing Division of Assam Science Technology & Environment Council (ASTEC) under the Department of Science, Technology and Environment, started functioning in 1988 with an objective to develop remote sensing techniques and their applications for natural resources management in the State and to provide training and consultancy services in Remote Sensing, GIS and GPS to the user agencies. The Centre since then has been providing geo-informatics based applications and services thus encompassing almost all the developmental sectors of the state and has served as an nodal agency for application of space technology and its utilization for multifarious developmental activities pertaining to Agriculture, Land and Water Resource Management, Wasteland/Watershed Development, Forestry, Disaster Management, Infrastructure and Education, etc. This process has been institutionalized by The Govt. of Assam, recognizing the Centre as the NODAL AGENCY for all Remote Sensing (RS) , Geographical Information System (GIS) and Global positioning System (GPS) related works and procurement/supply of Satellite data for the State of Assam vide Memo No. STE 86/ 2016/ 93A dated 23rd March 2018.

Realizing the importance of Space inputs in form of RS, GIS and GPS for planning and Development the Hon'ble Cabinet of Assam held on 28.07.2021, the Assam Remote Sensing Application Centre (ARSAC) was carved out from Assam Science, Technology and Environment Council as Assam State Space Application Centre (ASSAC). The Assam State Space Application Centre (ASSAC) was registered under Society Registration Act XXI of 1860 on 3rd November 2021 and started functioning as an autonomous body under Department of Science, Technology and Climate Change, Govt. of Assam.

Mission

  • To Establish a state-of-art operational Space Technology Application facility aiding towards management of natural resources, infrastructure development, providing utility services, site suitability analysis, maintaining digital repository of resources, user service through online web portals, supporting dashboard analysis etc. plans for the natural resources of the state.
  • ASSAC to act as State Nodal Centre in enabling space technology applications and geospatial information among User Departments in the state of Assam.
  • To provide training and services to the User Departments on use of Space Technology, Geospatial Information services etc.
  • To participate as a Partner Institute in various National Missions initiated by National remote Sensing Centre (NRSC) of ISRO, Space Application Centre (SAC), ISRO, Ahmedabad, North Eastern Space Application Centre (NESAC) or other ISRO/DoS Centres as an when required.
  • To provide end-to-end solutions on utilization of satellite data of different resolutions for natural resource management, geospatial applications and information services, rural and urban planning, disaster management support etc.
  • To take up all other activities for promoting Space technology-based tools and application in e-Governance and developmental planning in the state.
  • To support line departments of the state in the use of Space Technology Applications.
  • To create and update an Environmental Management System for the state of Assam.
  • To create and update a Natural Resource Information System and maintain spatial Data Repository for the State of Assam.
  • To develop an Agricultural Management System and a Water Resource Management System for the state.
  • To undertake the preparation of Resource Map in GIS platform at village, circle and district levels making use of already available ground level data supplemented with geospatial data available from satellite imagery at appropriate resolutions to help generate District Resource Atlas for planning as well as for monitoring project implementation.
  • To establish an outreach facility for capacity building in the areas of use of Global Navigation Satellite System, Geospatial technology, use of Unmanned Aerial Vehicle (UAV) and allied technologies in governance and developmental activities.
  • Any other objectives deemed necessary due to advances in technology and in conformity with the above, as considered appropriate by the Governing Body.

Vision

ASSAC is set up with the vision to develop and institutionalize Space and Geo-informatics Technologies as tools of good governance for economic and social welfare of the society.
